Clearly they didn't spring for the same tailor for the double.
Just shows how someone who has essentially the same body etc and same clothes (at least in colour and material and general cut) and same tie and same shirt and shoes* on the same day in the same place in the same photo - and yet one looks cool and well dressed yet the other looks just passable.
* on a quick look I'd say the double is wearing open laced long wings whereas Frank is wearing closed laced plain captoes with a bit of a heel and waisted more.
