I think "have / has it out for" is the same as "had it in for", as in someone is relentlessly pursuing you with the intent of doing harm.  Maybe like the police having a warrant out for someone's arrest? 

You could also "have it out with" someone to mean to argue with them. "I really was in no mood to have it out with Jack Armstrong."

I prefer to not always use correct standard English.  I like throwing in slang and the occasional colloquialism when just farting around on a clothing forum, especially in the NSFW category.  It's not like I'm writing a thesis here.  And in fact, I can't recall the last time I heard someone say "have it in for" or "have it out for".  Sorry if I misspoke.  JEEEEZZZ.  I'm from Georgia.  Remember?  I thought the fact that I know the difference between i.e. and e.g. was cause for immense pride.
