He's in absolutely standard US pol garb. Almost all of them look like crap. Very occasionally one sneaks through.
It's deliberate. Their handlers tell them they have to look like regular people, and the way to do that is buy lousy suits and wear them without ties.

I'd have to question that most politicians dress in ill-fitting suits as a deliberate strategy. I suspect most of them just don't know good fit. Having properly tailored suits certainly didn't hurt JFK!
