He probably took that measurement seam to seam, on the underside of the sleeve, I bet if you measure that, it'll be 20.5''. I would always measure the way you have Yuca, the widest point.
Otoh seam to seam is about the only way to ensure you are measuring from a fixed point.

If you're a 32x30 these are the ideal fit and have been altered with perfection. If they hadn't been hemmed, I just send 'em back to Brooks as they're only a few weeks old!
