^ Really hope that's a true size 38 and not a guesstimate based on the guy's suit form and measurements! Looks to be deadstock to me or else very gently and lovingly worn. I detect no signs of it.

Edit: kind of a weird shaped lapel, no? Hopefully that falls into place once the top button's set free. Could also just be sitting oddly or too tight on the form; think it needs to be pressed and reshaped.
