Even you you halve the measurements it seems a bit odd, 19" shoulder on a 40" chest? Might be a 38L if they have measured sleeve from middle of the back and the length from top of collar?

True, but obviously buying new has numerous advantages. However it's all about supply and demand, and I believe the former is far greater than the latter when it comes to vintage overcoats.
