I think the lapel roll of that jacket is completely distorting the lines. Closing the top button would clean it up a bit already.

I think it's a standard measure tape. He may be participating in some kind of experiment where he will be tested to destruction and his remains compared to pre-experiment dimensions.
Although if I was doing the experiment I'd want him to have one on his face as well as if he walked around my neighbourhood like that his face would surely be the most likely impact centre. Lets hope that hat has a crumple zone.
