If you're well-groomed, it matters not if you have a beard or are clean-shaven.
What does matter is the "scruffy" look that seems to keep the wearer poised, shakily, between a decent shave and making, finally, enough testosterone to grow a few. Either/or if you please, but the scruffy tweener in button-down collars just looks silly.
Besides, rumor has it that Ms. Birnbach was jilted by a Van Dyke so her personal animus probably colored her strict rule.
