This is all too much for rules guardian arkirshner who takes umbrage, castigating the relative newbie for insulting forum members, but adding that said newbie is too ignorant to insult. It goes on from there...

No. But here it makes perfect sense. The look wouldn't be complete if his stupid skull and crossbones embellishment was obscured. What you can't see, is that he has another 6 tie clips hidden under the vest, spaced equidistantly along the tie, to hold it securely in place.
A shame, as he's really quite a handsome boy.
