I occasionally wear a tie with chinos. Wouldn't with cords or jeans.
And that guy looks like a complete tool.

I think much would depend on the overall sartorial "chemistry," more than anything else. The guy in the OP is wearing a thoroughly toxic sartorial mishmash.
For example, let's take a man wearing a rugged tweed jacket, a tattersal flannel or Oxford cloth shirt, a wool or wool-blend tie, cords and suede chukka boots; he has a nice, well put-together look. Replace the tie with a delicate silk job from, say, Charvet or the boots with a highly polished pair of black captoe Oxfords, and you've ruined everything.
Likewise, I think a blue blazer, blue BD shirt, rep tie, nice crisply pressed chinos and, say, penny loafers is a good, classic albeit somewhat hackneyed and over-utilized ensemble.
I am not a fan of blue jeans. I don't own any and haven't for a long time, but I could see how a fellow wearing a tweed jacket, OCBD shirt, knit tie, and jeans might look pretty good, especially if he's on the younger side.

There's nothing worse than a pair of blue jeans and some dude with a tie pretending to not be working for the man.
If wearing a tie with chinos is no good then I've got a big problem.
Capt. Preppy's got it right. Nothing wrong with, say, cords, oxford cloth shirt, knit tie and hairy tweed, with big fat bastards on the feet.
^Aye, that's a great look, but with pair of faded blue jeans it becomes a sociology teacher trying to be hip vibe.
