everything that begins with the word "turtle" is stigmatized these days
The only person ive seen get away with it in a modern context is Paul at JS, for some people it works, im not one of those people
Depending on the proportions of one’s body to clothing, not wearing things too tightly, how relaxed one carries one’s self, it can be pulled off with aplomb. Too tight in the trouser department, and with the wrong shoes, it can look like cosplay/iGent/et cetera
If you've got any heft at all then a turtleneck is a disaster.
I'm sure that with the right attitude and fit, almost anyone could pull it off. But I agree it works better on taller lankier guys, George Plimpton and Sinatra both being skinny, I am too on a good day...

Late to this conversation and it may be Ivy semantics, but isn't there a difference between what we Brits call a 'turtleneck' and what our American Cousins perceive as one? Most of the photos above show what I would call a Polo Neck or Roll Neck - on this side of the pond, 'our' turtle neck just has thicker collar which doesn't roll - what the Yanks call a mock turtleneck ? I'm going for a lie down ......
Anyhow - with my appetite well and truly whetted - I'm going to plumb for one of these .....
