All of your points re film noir are well taken. I think you're spot on.

I've attended the Palm Springs Film Noir Festival for the last four or five years and the subject of what is noir and what isn't always comes up. I like Eddie Muller's definition of noir: "Suffering with style."

There's really no right or wrong answer, as you imply, but you astutely point out the difference between core noir and films that have noir elements. I think that's about as best one can do.

As a film/clothes fan, do you know the movies Scarlett Street and Woman in the Window directed by Fritz Lang and starring a dapper Edward G. Robinson? They're pure noir but the wardrobes are terrific. Edward G. Robinson was no CG in the looks department but he appears smart and elegant dressed in Kilgour. Robinson of course was stocky, maybe even portly, but he cuts quite a dash, proving what good bespoke can do for a man, regardless of his build.

The author is a self admitted backroom boy. The book was not satisfactory and the author's taste, like his career appears not his own.

First, I have read this thread with interest for a while

Second, this is the best style forum by far

Third, I saw the way FNB got mistreated on AskAndy. I almost got banned there for even mentioning this site when it was new. I used to post there but it isn't worth it anymore. It is just a pompous self congratulatory place now. I know I'm not a frequent poster but I feel more at home here. AAAC is like an old garage or attic, FNB's place is more like a gentleman's club.

I bought this book a few days ago. Manton has a very snobbish attitude which seems amazing if it is taken into account that he begged a lot of this data from other people in the field. And I am not just inclined this way because I am a math teacher.
