In all likelihood the cuff buttons were removed. Consider replacing all buttons with horn buttons. It's a cheap and easy fix.

Wait until you receive the item before deciding on the details of surgery. Consider swapping out the buttons.
It wasn't pricey so I can resell easily. I can always drop it off at this fella's vintage shop on Haight (a few blocks above Masonic) for a quick buck. I've got some overdue boxes to lug over anyhow. I'll confer with my tailor before making any incisions. It definitely needs to be shortened. It's 32" from below the collar which would make it a long; I usually wear 30". It looks like it could probably be trimmed very subtly at the hem without throwing things off kilter. I won't do it if it turns out otherwise though.

Swapping buttons for what?
I dig the antiqued brass and they've got a cool lunar crater like texture.
I think I read that this dates to '58. It's got the red printed union label.
Looks like the jacket equivalent of leiderhosen, not a criticism just an observation think it might the mix of the piping and metal buttons which might be why Farrago thinks it would look better swapped.
The real test of course is in the wearing, items can often look better on. Lovely shape and interested by details.
