The stereotypical picture of a Mexican is of someone wearing the sort of hats in the picture - however sombreros have got nothing whatsoever to do with Puerto Ricans or Cubans. The vast majority of Latinos involved in the consumption and production of Latin jazz back in the day were Puerto Rican or Cuban. I expect a lot of Mexicans liked that music, but I'm sure their numbers were small compared to the Puerto Rican or Cuban fans. As far as the artist was concerned, Latinos are all the same.
If the artist had lampooned all Latinos, that may or may not have been offensive, but he didn't even bother to get their ethnicity right, which is offensive. It's the same mentality that insists that all Asians are Pakis - they're not worth differentiating.

I will consult some people from the Latin music community to see what their opinions are.
We've had some great subjects on the forum today.
Anyone with a name like Cal Tjader should also be shot in front of his wife and children.
It was his real name so I can't agree. However I would have serious doubts about anyone who chose to call themselves Tjader.
Unless it was for artistic purposes.
Personally I prefer people like you, with a straightforward, everyday name that never changes.
