Looks like a SR military cut. I hate the pattern so not a great start. He is aiming for conservative but he has hit boring. The hat makes it look like a costume. Again the handkerchief is too much.
I don't mind the nipped waist but the jacket looks lifeless to me. It's a bit long, even tho' in my experience SR often makes a DB longer than a SB. Sleeves are ok to my eye.
