The sales shirts are the seasonal shirts (plus ties, pocket squares etc) that remain, so yes, some of it's going to be the stuff they couldn't sell, but some of it is the good stuff. If you take for example, this season's striped "JF collar" shirts, these are great casual with a blazer and no tie. I wear them often where I would normally sport a button down. But I would shudder if I was going to use them regularly for work with a tie.
There's always good stuff in the T&A sales, but you need to keep an eye out for the overly whimsical and stick to what you will get mileage out of and keep away from jigsaw motifs and the likes.
