Thankfully, there's few chavs here in Holland.  But when I go back home, even the kids of the middle class families seem somewhat lewd and uneducated, despite achieveing ten top grades at the equivalent of O Levels and 4 A's at A Levels and then being sent off to university to arrive at the original point of departure three years later: with limited skills to offer a potential employer.

Its all a bit odd in my view and there appears a design behind the creation of the chav class and constant erosion of the middle class.
