Without knowing, I'd guess the pic is from the late 40s early 50s, based on the size of the boards and the bathing suits and the hair. Jane Russel vibe would be right on, since she really came to fame in the late '40s.
^ the only time it is acceptable to be wearing a cycling shirt (imo). Interesting he's riding a fixed wheel, I know they are one of the oldest forms of bike, very cool to see one back then.
According to the excellent Rapha blog they seem to think it's 70s, either way, the vehicles look too old to be contemporary?

I don't see any post-1960 cars there. Even by the looks of the roof lines of the obscured cars, I can tell they're probably late '50s. If that guy on the bike wasn't in the shot, I'd say 1960 would be right on. The bike guys do look more 1980.

You don't see women dressed like that these days, also the curves are slightly different, dare I say, some are almost blamange like these days, or skinny to the extreme.
There is a move amongst some women to go for a 40s/50s look, however the vast majority of women I see sporting these looks have spare tires and tattoos. Not all women in the 40s and 50s looked like models, of course, but the hard drinking, processed food eating normality of today was, even in the US, not the norm back in the 40s and 50s. Nor were tattooed women.
I have seen some attractive (and tattooless) retro ladies, I should add. (And I'm no oil painting. I have avoided obesity though.)
