The guy in the first pic is also on a police car. Maybe the same one. The exasperated officer is off to the right, with his folded hands on his squad car, thinking "God, I didn't think today would turn out like this. Darn kids... Hope I'm home by dinner."

That's a 1964 Ford Galaxie, by the way. The Galaxie had to be the most popular choice for squad cars in the early '60s.
