Very intriguing,
I'd read somewhere else about the link between US spies and British made shoes, so this adds a little more weight to that history.

my brother and I knew Master Winks, he was a grand guy, he had read every noteworthy mystery novel ever written and had unerring good taste in detective fiction......
the old ex-intelligence guys wore a lot of J. Press and Barrie Ltd. Booters ......
... emblematic ties from J. Press ...... I had a photo showing this practice but I can't locate it ....
