See, that jacket cloth screams atomic-age 1950s to me. It's only '80s in the sense that the kitschy '50s stuff was really hot in the '80s. And is that a big stain on his tie?
The jacket cloth reminded me of a couple of jackets I had which were black or navy with flecks of blue and other colours.
You're right, he could start dancing the neutron bomb at any moment!
There was a lot of flourescence back in the 80s, I remember an old mate of mine having a pair of green flourescent socks, that gave us plenty of entertainment.
The method Outerbridge used was a forerunner to khodachrome.. the colours are literally retina burning
Fuji had a great slide film from the early 2000's, can't remember the name now, which was just magnificent in turning everything into a saturated technicolor wonderland. Sometimes that enhanced reality is just the ticket to turn the mundane into something beautiful and perhaps even art.
Fuji Velvia RVP? Sadly no longer available. The replacement was much more restrained.

My dad trained to be a hairdresser in place behind in the mid/late 50s - got some lovely old prints of PC at that time too.
