And DrYes, try on a sweater under there to see how it will fit with some layers under it. I like to have a few tweeds that will easily accommodate a sweater.
Id tend to agree it's right on the line..what id probably do like WM said is layer under it and keep it as a winter sports jacket..i think an alteration will loose a bit of the waist but the shoulders go wide by a touch..and its pretty long..if I was working in a shop Id tell you to go a size down

Im a bit confused here what is having the waist taken in if not having the sides taken in? The back will help as well but those front panels are looking a bit wide on the guy
Also the sleeves look full and if you take out too much in the body it'll look really odd..also if you have it taken in too much the it can bag under the back of the arm...id be careful how much you do keeping the jacket sloppy but not oversized Talking Heads style
It's hard to say without a full-length shot to get the help of the true proportion, but based on how the bottom of the jacket is falling well below the tip of your thumb, it looks like it could be too long as well, coming from a guy that likes long(ish) jackets.

Fortunately the tailor was closed today but I got a feel for the sack and it was quite pleasant to wear.
It's half an inch bigger in the chest (20.5") than what I usually go for, and about 0.5 - 1" longer. I measure a 36" chest most of the time but it is close to impossible to find shoulders that fit in size 36.
It does fit a sweater (albeit a tad snug in the chest area) and I do agree that the front panels look wide. Is that something that can be altered?
I'll add that it's really very hard to judge accurately from a single picture. From that one picture, it does look like you're wearing a size too large and should go to either a Regular or Short in length, depending on your height. How tall are you?
