The belt and shoe thing makes sense if you're wearing black, or dark brown, but with bright coloured leather or white, it can really stupid having such a bright belt, looks like you're being cut in half.
Rules are there for people who can't judge with their own eye.
Do the igents really need to be told to dress more eclectically?

Yes, and that is not always a bad thing. Have you seen the gaudy thick-temple, skinny lens atrocities at the local optician? Try finding something without garish branding.
