Yes he's a tailor. He works out of Yorkshire and has most of his life. I saw two of Desmond's suits in person and they were absolutely perfect. So perfect in fact that I placed an order for a 13 oz. charcoal two-piece.
He uses different terminology than some other tailors. Does this upset you?

He gets an A for earnestness for taking a purposely hands-on approach to tailoring, and not biting off more than he can eat, as well as making more trips to the US than is customarily done. Whether his business model will work in the long run remains to be seen but he deserves credit for his commitment to his customers.
