PW has a lot of silly Internet hype around him, but I don't doubt his skills.
If Mr. Sartorialman has any Ivy items of clothing to take into a tailor it will help a lot - They could just be thrift store items in the wrong size - All that matters is to go through the construction of Ivy with somebody to see if they're viable.
I've done this a few times & got lucky twice. Others also have stories of tailors who can do it (Richmond Hill, Graham Marsh...).

I would assume any tailor in NYC who's been around a certain number of decades would be highly familiar with ivy, and also probably glad of an opportunity to reuse their old skills. Providing vintage items is certainly the way to clarify essential details.

Doesn't Andover do tailoring? In which case, there lies another highly qualified option.
Personally, if I didn't have the funds to try any of the 3 big names mentioned above, I would go through Yellow Pages (or the US equivalent) and then travel around to prospective tailors, asking them how long they have been in the game, and seeing if they inspire confidence. Alternatively you could do that by phone. You may well be able to discover a high quality option that is cheaper than the big names we have recommended; depends on your budget, of course.
