I had rather thought that "leggings" were something on the order of the strips of cloth World War I soldiers wrapped around their lower legs. I'd call the garment in the photo a "leotard" or maybe just "stretch pants."
Bikers often wear ladies tights for warmth under their jeans... As have some of the boys with their rhubarb coloured corduroy breeches and knee socks in the winter at Hill House School, just by Cadogan Square.
