Was this done on purpose?

Sorry, no picture, but I saw a guy today in a fairly conservative double breasted, navy blue suit.  Light pinstripe, white shirt, red tie, etc.  The suit fit him well in that the sleeves and trousers were not overly long or short and the shoulders looked OK.  The weird thing was the seams across the top of the back of the jacket at the shoulders.  It seemed like the fabric was slightly gathered to create a puckering effect.  At first, it just looked like a shitty suit, but as I got closer and looked more carefully, the little 'puckers' were evenly spaced all along the seams. It looked way too even to be an accident or a product of the way the guy was standing.  They never seemed to smooth out at all, no matter how the guy moved.

Is this something that is done intentionally, or does this guy just have the worst and most consistent tailor in the world?
