Westwood, certainly. Vivienne Holloway is also a contender - although she is a bit stuck on 1940s' and 1950s' fashion (maybe I just dig her hour-glass models!).
Just like really well-dressed, living, modern men, les merveilleuses modernes are probably a rare breed. However, we should think of them too of course!

It does appear that FNB's and Formby camp is winning the debate: the only female dandies are wannabee drag queens.
Po or old Dud and Gilbert too! They ought to be on PRESCRIBED medication. However, 'drag' is male pretending to be female and these guyeses are going about it arse-about-face - so give them a shout, please.
Drag just means a gender wearing the clothes associated with another gender.
