You could try Ede and Ravenscroft and Cordings. They generally stock good flannels.
More and more I think, for such items it is best to find a simple tailor and have a pair made to your specs. I have a similar item on my list for this year and guess I will be going down this route.
Some years ago I had a few trousers made by a young guy. He was very motivated and interested and although he lacked a bit of actual sewing skills (Had to rework the trousers here and there), I was quite happy with the results. I am only telling this to say that having a pair of trousers made doesn't have to cost 250€. He charged me 100€ for the pair, excluding fabric which I bought somewhere else. It is not high end bespoke, but I am not in that league anyway.
I moved, the shop closed and I lost his mobile number. Seems I have to find someone else.
In Germany, we have a few made to measure chains like Dolzer or Cove. Naturally, they are not that flexible when it boils down to details, but if you are willing to compromise on the buttoning of the back buttons etc. similar shops in the UK may be worth to check.
Although I must add that people I know have very mixed experiences with them.

Any decent tailors seem to be swamped with work. I already have a good one, but I have to wait a long time for anything. My previous one was more expensive and kept me waiting even longer.
The Pakeman don't look that slim Yuca - look like 8" to me and a good price too.
A pair of RL that I bought in the maxx a couple of years ago with the perfect rise and cut did, much to my horror wear through on the crotch - not sure if it was poor quality fabric but it bobbled a lot in that area before going through. Anyway I had left over fabric from when they were cuffed so got them repaired. Not ideal so went out to find a replacement pair for when they go again, ended up with a pair from John Simons, made by Gibson, first 2 pairs we amazing fabric, but the oddest cuts - real shame, finally found a pair with a decent rise and a regular sort of taper in a birdseye kind of flannel. If he has any left they were on £49 and have a 8" cuff too.
Brooks has flannels for $148 USD. Not sure about weight of the material. Never tried em. I may try a pair just for the heck and report back.
I flickered through the Hiltl catalogue and for whatever reason they ditched their more classic trousers and lowered the rise (and made them slimmer)... which is a shame as Hiltl trousers are fantastic quality!

With Luxire, you can specify rise, plus taper from thigh down to ankle opening, plus options like pockets and cuff. Price seems very reasonable. I'm getting excited. Leer, you may have just given me a new addiction.

Although the fella hasn't got it completely right. The ideal ratio is "rise = length of tie".
Luxire looks like an interesting option, although I rather wait and listen what the prospectors and pioneers have to report. Also, there is the awful customs thing again. For the time being, I will not buy anything from outside the EU anymore. Again, one of my shipments is in customs and Mrs Axelist will have to bail it out for me.
Besides that, I hope it is a success, but also be prepared for some painful lessons. For example, on the beginning of my journey, I thought it was a good idea to order a custom made shirt from an ebay-shop. It was run by a German guy who lived in Thailand and somehow weaseled the parcels under the radar into the country. I send them measurements and pics with my specs for the collar. Surprisingly, they made the collar like it was supposed to be. But the whole shirt was too tight, the fabric was terrible and the collars and cuffs were so heavily fused that I thought they were made out of the fuse material. Delivery was about 10 weeks. A desaster and total loss.
