I took a punt as a few of my shirts are 19'' shoulders with 23'' sleeves …my logic (ahem ) being that they fit really well so…
I have never shopped vintage for jackets but this being cheap makes it very low risk. ( Justification, justification…)

Those measurements make no sense, but there is a chance it really is a 38R. Definitely a tasty jacket so worth a gamble.
Chief , i think you have done the right thing.
Even if it doesn't fit you should have no problem moving it on as its the business.
