Dunno for sure, although the cuff suggests English tailoring.  Couple thoughts:  If the tailor lined up the stripes, the cuff would then move into the buttons, so, the results might have been unavoidable.   Tailors are routinely confronted with making such compromises and concessions when it comes to patterns, as illustrated in the jackets I posted earlier.  Additionally, IMHO, the end result actually looks nicer, aesthetically, than had the stripes matched.  I have a few Oxxford suits with patterns that match almost everywhere, such as where the lapel meets the collar, and at the shoulder seam, and I do not favor the appearance---It looks artificial.  Others prefer precision of pattern matching,  however, such perfection, in my eyes, doesn't have the appearance of hand craftsmanship.

It may be that the tailor mismatched intentionally, to highlight the turn-back cuff. He is a good tailor, so who knows.
