I don't wear rubber soles with suits very often, but I like the look on others. I used to do it a lot myself, but one day I couldn't put together a look I liked with rubber soles and a suit, and I haven't been able to since then. With sportcoats, I have no problem. Things are like that sometimes.
Interestingly, I dislike rubber soles on boots but like them on regular shoes. Probably just too long be a contrarian at work to like normal things 
.

I believe it's a case by case basis, event to be attended, purpose and overall look. I've seen Panico in boots with a gray flannel suit. And he looks great.
I was looking at my collection of ankle boots and I was suprised to find that none of them have a rubber sole except a couple with the very thin 'toppy' work done with excellence by Brooks Shoe Care.
A simple solid rule is too simplistic in this case.

l take alot of things Manton says with a grain of salt, but l do agree with his rule stating that rubber sole shoes should not be worn with a suit and tie. Rubber sole shoes should only be for the country. Been a very interesting topic this.

I am still trying to obtain this book! The Barnes and Noble near me was not able to locate any in stock there or in a store nearby.
Based on what is written here, I think I will not agree with these Manton Rules. They appear to be very American, which I guess should not be surprising from an author who is apparently a speechwriter for Bush and Rice!
Black suits are fine for the day wear. WHy not? I would not prefer it, but if someone can wear it, what is the problem? I would rather have one wear a black suit with a nice shirt/tie than to wear the dreadful business casual. The black suit is popular in Germany and here in New York.
Rubber soles on shoes? Of course! Not every shoe, but certainly for the Winter. One cannot walk around all day in Munich in the leather soles.
