I don't know why they would be appalled. I mean, 1 bear = 1 hat. That seems fair. As a matter of fact, the damn bear should be grateful that he/she is serving the Queen!

Given the fact there are 400,000+ black bear in Canada (with a growing population) and a substantial legal harvest in most provinces, I don't see why the small (50-100) number of bear used annually for the busbies would be a concern to anyone who is not a PETA-phile and eschews all animal products.
