What makes the difference between tasteful people or great unwashed?

All people can buy a good tie or a decent suit as all know that these things count in an outfit.

So i think that we must look on details to not mix people with good taste and dressed up rednecks.

Few have good (in term of quality and style) shoes
Almost none have a well folded pocket square
Few nice pens
Nobody has a pen pouch
No nice umbrella in 6 months
Very few a decent hat
Real watches are not so common
Stylish cufflinks are not easy to see 
Braces don't exist
Alligator wallets are science fiction
Silk scarves are invisible
Nice over coat are lost among K-ways and cheap woolen giant condoms
