I suspect that paint hasn't been applied on a shot blasted surface with a three coat paint system, including a an inorganic zinc primer and red lead finish at at least two and a half microns thickness. One would have to do a close inspection involving the "tongue test" to make a judgement.  This documentary evidence just isn't sufficient.
