I agree on the breed point. Far too difficult to enforce. The Silky alternative:
1. Walk around with a dog umuzzled/unleashed and, if the dog is aggressive to anyone at all you are banned from keeping dogs. For life.
2. If the dog injures anyone then the owner and his family give up their income/benefits until all loss has been covered and an appropriate amount paid by way of damages for the injury and are then banned from keeping dogs. For life.
3. If the dog attacks anyone in 'self-defence' then the normal criminal rules apply and there is a trial and appropriate sentence. And, if found guilty, the owner is banned from keeping a dog. For life.
4. Anyone banned from keeping a dog has their picture in the local paper and - on the anniversary of the day of the ban - must walk around in a hoodie on which is printed 'I confused my dog with my dick and now I'm banned from keeping them. For life'.

I'd be willing to bet in most dog mauling cases, it's the owner's fault 99% of the time, either for not properly socializing their dog, or not properly supervising children around it.  I grew up around Rottweilers, and kept a 125 lb Rottie in the house with my first child.  I trusted that dog as much as I could trust any animal, but I was never stupid enough to leave my child unattended with him.
