It seems that the pants on the Andover website are never small enough for me, with 34 usually being the smallest size in stock on the site.  That's really the only thing that's dissuaded me.

Wait Dogstar.... Did you not give the Tyrwhitts an unfavorable review at some point?  Maybe it was someone else...  I think Leer likes their trousers.

Hoggs are higher, as are O'Connell's, which are high rise i.e the same as was the norm for many years e.g. as can be found on all vintage sack suits. High rise trousers are a bit like double soled shoes and soft collar shirts (and fresh coffee): once you get used to them, it's very hard to settle for less.

Cordings as already mentioned iirc.  You could also try Roderick Charles who tend to be good with the rise.  This asumes that you live in London or at least the UK.

Received 2 pairs of C Tyrwhitt cords. Rise on 1 is 11" and the other is 10.5". This is the classic fit, with a higher rise than the other models, so I assume the other models stop half way up the crack. Hipster trousers are deemed classic and have the highest rise available - the world has gone mad. It seems it's impossible to escape the sheer infantile ugliness of the 21st century.

The East End Fit at Ben Sherman have a decent rise and a taper. They probably taper too much for a few on here but I like em.
